how to sign up to codehaus?

i'd like to report a bug for the project

clicking the green log in link top right brings me to this page
http://jira.codehaus.org/login.jsp?os_destination=%2Fbrowse%2FMNG which
says to contact a jira administrator.

(i wish it was as simple as github. and i wish this mailing list was as
simple as google groups.)
