Flex 4.13 offline installer?

There is away to make the installer offline? I mean, if you have the config
file, it will be more easier to create custom bundles (at risk of each
user)... Right now everybody that is upgrading to flex 4.13 is having a lot
of issues installing it...

is it possible?
