Flash Builder 4.7 view designer?

Coming back to Flex after a 3 year hiatus.
Just noticed that FB 4.7 doesn't have a view designer!

When did that happen?

Is there an alternative?

Without a view designer, seems like Intellij is the way to go, no?
I currently use it for java, groovy, scala, javascript, coffeescript,
typescript, etc.

It also used to have a view designer I think, though I never used it because
it crashed the IDE if I remember correctly.
