BrowserQueue for non-locked messages

*Background*
a. A work queue of messages.

b. There are multiple readers of the work queue.

c. At anyone time, there are transactional sessions reading messages from
the queue,

d. or messages that have been delivered to a client, but the message is
being processed and has not been acknowledged.

*Question*
a. Can the BrowserQueue be configured to ignore messages in a transactional
state, or that other clients are presently handling?

b. or is there a way to determine if a message from the BrowserQueue is in a
transactional state or another client has the message?
