0.24 release update - RC2 is out

Please note that the criteria for accepting changes into 0.24 exclude
anything "optional". Only important fixes such as those for build
failures or regressions are permitted.

Developers, note that there are still 21 issues open against 0.24.
Most of them need either a new fix version or they need to be marked
resolved, because we cannot accept fixes for them into 0.24.

Please give RC2 a try. Thanks very much to those who have tested
previous incarnations and reported back.

RC3 is due in one week. If all goes well, it will be a "proposed
final" RC and the basis for a release vote.
